Kính gửi các Thầy, Cô và các Anh, Chị

Giáo dục ĐH chúng ta đang đẩy mạnh các hoạt động kiểm định
chất lượng, nâng cao thứ bậc xếp hạng qua các đánh giá
của QS, Webometrics,... Tuy nhiên những xếp hạng thế
giới "chính thức" như THE (Times Higher Education, UK)
hay ĐH Giao thông Thượng Hải thì các trường của VN chưa
có trường nào lọt vào được Top1000 hay Top500. Vì thế,
chúng ta đang "tự khen" nằm trong Top 200 của Châu Á theo
các đánh giá không phải của các tổ chức "chính thức" như
trên thì cũng nên cẩn trọng. Hầu như chúng ta chưa có biện
pháp đầu tư thực sự, chưa có đột phá về đào tạo hay KHCN
mang tầm quốc gia quốc tế mà lại mong muốn nâng hạng là
điều thiếu thực tế?!

THE đã công bố xếp hạng 2011-2012, và VN vẫn chưa có trường
nào vào Top500, trong khi Trung Quốc có sự "trỗi dậy" thực
sự ấn tượng.

Với đầu tư ít ỏi, học phí bị chặn trên, lương GV đa số không
tự nuôi nổi mình, mà chúng ta cứ kỳ vọng "tăng thứ hạng" thì
liệu có thực tế không?! Chúng ta cần nhìn vào sự thật, từ đó
có chiến lược và giải pháp thực sự, đúng bản chất thì mới tiến
lên được.

Bảng xếp hạng các trường đại học tốt nhất và uy tín nhất
thế giới năm 2012 của THE dựa trên kết quả khảo sát 17.554
học giả hàng đầu từ 137 quốc gia, dựa trên quá trình
nghiên cứu và giảng dạy của họ tại các trường đại học.

Một câu hỏi: có bao nhiêu học giả đó biết đến các trường ĐH
ở VN? Có bao nhiêu người VN trong số các học giả đó được hỏi
ý kiến? Nếu là số 0 hoặc gần 0 thì VN sẽ vẫn ... đứng ngoài.

Như vậy, các trường ở VN cần:
- Tăng nội lực thực sự (theo các tiêu chí của THE,...)
- Tăng hoạt động trên trường quốc tế (mời các học giả đến
   làm việc, cử các học giả đến các trường danh tiếng, ...)
   qua đó có nhiều học giả biết đến ĐH VN và có người VN được
   vào danh sách các học giả được các tổ chức xếp hạng hỏi
   ý kiến...

Xếp hạng cũng chỉ là "sân chơi" tham khảo, không nên vì nó
mà thành ảo tưởng trong khi chưa có đầu tư hay giải pháp
đột phá nhằm tăng chính nội lực của mình trước tiên ... Khi
có "nội lực đủ mạnh" hãy nói đến "thi đấu". Hiện nay như chúng
ta đang "yếu thể lực", thiếu luyện tập mà ngồi xem TV thể thao
cứ ước mình được giải!!!

Liệu CỤc khảo thí Bộ GD-ĐT có thể xin số liệu của THE về các
ĐHVN và các thông số về học giả được mời đánh giá không nhỉ?
Xin thầy Quách Ngọc thử đề xuất với Cục chăng?

Top 50 Engineering & Technology universities

The engineering and technology table is, like it was last year,
dominated by California. Three of the top five institutions in the
rankings hail from the Golden State, home of the global high-tech hub
Silicon Valley.

But the East Coast business powerhouse the Massachusetts Institute of
Technology, which boasts an $8 billion (£4.9 billion) endowment, remains
a major player. It shares first place with last year's outright top dog,
the California Institute of Technology.

The University of California, Berkeley occupies fourth place while
Stanford University, whose alumni include William Hewlett, David Packard
and other electronics tycoons, takes fifth. Four other members of the
University of California - Los Angeles (eighth), Santa Barbara (joint
16th), San Diego (24th) and Davis (32nd) - are also highly placed. The
results come despite the funding crisis facing the State of California:
only time will tell whether the institution can maintain its
competitiveness.

In total, 22 US institutions feature in the top 50.

The UK also scores highly in the table, with three of the top 10 and
five representatives overall.

But the field of engineering and technology, covering everything from
aerospace engineering to sustainable energy research, software design
and robotics, is one of the most diverse of the subject tables in terms
of national representation.

It is also the subject in which Asia makes its strongest showing in any
discipline.

It has 10 institutions in the top 50 (compared with only six from
mainland Europe), headed by the National University of Singapore (19th).

Engineering is the largest of the university's 14 faculties and has
grown from just 300 students in the late 1970s to about 10,000 students
today.

The University of Tokyo, in 21st place, has won several large grants
under the Japanese government's 21st Century Centre of Excellence
Programme, set up in 2002 to reward world-class research and help
maintain global competitiveness.
